Rules and Regulations

Categories: Video/Broadcast, Audio Production, & Multimedia.

Qualifications
1. All entries must be submitted by matriculated students of a small college or 2-year community college as defined by the division. That definition is as follows:

The 2-year/small college division member faculty, staff and students are employed by or matriculated in a community college or a small college that offers a broadcast related major (such as broadcasting, video production, mass media and communications.) A small college is defined as a college with a broadcast related major/division with an enrollment of fewer than 200 students.

2. All works must be original works created by students in association with the sponsoring institution and not created as a paid professional. Works in progress are not eligible.
3. Students submitting production entries must be able to provide clearances for any copyrighted works used in the production.
4. The submission must have been broadcast (for video and audio) via terrestrial television, cable, satellite, or other public showing during the previous year or distribution of multimedia material must accompany each submission.
5. Student entrants must either be individual BEA members OR their institutions must be BEA Institutional Members.  Membership forms and information on BEA Institutional Members may be found on the BEA website, www.beaweb.org .


Application
1. Submit one application form per entry. Each entry must be accompanied by one full entry fee in the form of a check or money order payable to the Broadcast Education Association. Incomplete entries or absence of entry fees will disqualify the applicant from competition. Clearly indicate on the form which one of the following categories the
entry is to be considered.

2. Send FOUR copies of your submission for the appropriate category:

a. All video/broadcast productions must send on DVD (NTSC format), a representative excerpt not to exceed 10 minutes.

b. Audio production submissions must be submitted on CD.

c. Interactive multimedia entries should submit one DVD (NTSC format) of 10-15 minutes duration documenting representative use of the program. (No computer program specific submissions on CD please.) Submissions will not be returned. Do not send master copies.

3. All DVDs/CDs must be clearly labeled with the title of the program, college, running time, and the applicant's name, address, and telephone number. Tapes that are submitted in any other format or are not viewable for any reason will not be accepted into the competition.

4. All entries must be in English or contain English subtitles.

5. Applicants must submit FOUR copies of a 100 word or less abstract for each submission.

6. FOUR copies of a letter of recommendation by a Faculty Sponsor. One of the following must be a BEA member in order to participate in the BEA Festival: your institution or you. NOTE: Whether you become an individual BEA member yourself or use the institution's membership to enter, you will still need a faculty sponsor recommendation. Check the BEA website for Institutional Membership lists.

7. The BEA, its management or its juries cannot assume liability for damage or loss to any submissions.

Awards
1. The winning entry in each category will be awarded $100 by the 2-year/Small College Division. Plaques will be awarded to 1st, 2nd, and 3rd place winners in each category. Each winning entry receives two award plaques at BEA expense.  The first goes to the winner and the second to the winner’s institution.  Additional plaques may be ordered after the convention.

2. There will also be an additional $1000 award for the division's Best of Festival Award offered by the Charles and Lucille King Foundation. This Best of Festival award is offered to the submission with the highest value in scoring regardless of category.

Judging
1. The submissions will be judged on Overall Quality, Technical Proficiency, Effectiveness (message delivery), and Stylistic Creativity/Originality.

2. The categories are Video, Audio and Multi-media. We will offer awards only to project scoring over 85%.

3. Each video must be technically proficient as judged by the Jury Panel, comprised of BEA members and industry professionals.

4. The decision of the judges is final, and winners may not be selected in all categories.

5. Judges disqualify themselves from judging any projects with which they or their school are connected. The alternate judge's scores will replace theirs.

6. Productions not selected as award winners may be selected for inclusion in the 2-Year and Small College Production Showcase.

7. Each submission must be received by end of business December 7, 2007.

Entry Fees
Students (undergraduate and graduate): A non-refundable entry fee of $25.00 (U.S. currency only) is required with each undergraduate or graduate student entry. Make checks payable to BEA.

All entrants must be BEA (Student) Individual Members or their school must be a BEA Institutional Member.  For individual membership forms as well as information on BEA Institutional Members, go to the BEA website, www.beaweb.org . 

Entry Deadline
All entries must be received by December 7, 2007.
