Rules and Regulations

1.  Eligible Students & Deadlines:  The competition is open to all matriculated undergraduate and graduate students who maintained significant control over the content and aesthetics of the submitted program (producing, directing, writing, editing etc.). Entrants must be, or have been, a matriculated student at the time of the production. Student entrants must either be individual BEA members OR their institutions must be BEA Institutional Members.  Membership forms and information on BEA Institutional Members may be found on the BEA website, www.beaweb.org .  Entries and fees must be received by December 7, 2007 to be eligible for competition. Late entries will not be accepted.

2.  Ownership & Creative Control:  Each entry must be primarily student produced and must be an original work.  Elements—such as copyrighted music—that are used in the work must have written permission. If an entity other than the applicant owns the rights to all or part of the submitted program, the applicant must attach written consent from the owner or an authorized representative of the owner to the application.  All productions, completed after August 1, 2006, are eligible. Applicants are allowed only one entry per category with a maximum of three categories overall. A single program (entry) can be entered in ONE CATEGORY ONLY.

3.  Separate Forms for Each Entry:  Each entry must be submitted on a separately (individual form, fee, & tape). Applicants must submit one complete entry form for each program submitted.  Schools may bundle several separate entries for shipping purposes.  A copy of the entry form and a check or money order for the entry fee must be sent directly to the BEA in Washington, DC.  (See Entry Form for details). Incomplete entry forms or absence of entry fees will disqualify the applicant from competition.

4. Format for Media:  Applicants must submit one DV tape (full-size DV, mini-DV, DV-cam are okay) AND 4 DVDs (please test DVDs on several different players for viability. . . we’ve found the R- format to work best).  DO NOT send master tapes, originals or anything considered one-of-a-kind. Tapes in other formats or DVD’s that are non-viewable will not be judged.  Entry fees on non-viewable projects will NOT be refunded.  All tapes must be clearly labeled with the title of the program and running time.  All media for entries should be mailed to: Tom Hallaq, Assistant Professor, Idaho State University, 921 S. 8th Ave. Stop 8242, Pocatello, ID 83209

5. Legalities:  Entries WILL NOT be returned. The BEA, its management or its juries cannot assume liability for damage or loss.

6.  Awards: Each winning entry receives two award plaques at BEA expense.  The first goes to the winner and the second to the winner’s institution.  Additional plaques may be ordered after the convention.

Judging
A.  The submissions will be judged on the quality of the technical, creative and aesthetic quality of the visual, aural and editing elements, evidence of quality directing and producing and, depending on the category, the clarity and organization of the message and execution of intended message.

B.  Each video will be judged by a jury of BEA members and/or qualified academics or industry professionals. Judges are required to evaluate only the first 10 minutes of the work.  Producers of longer programs who wish the judges to evaluate a mid-section should submit an edited version with the portion to be evaluated at the beginning.  The decision of the judges is final, and winners may not be selected in all categories.

C.  Judges disqualify themselves from judging any projects with which they or their school are connected. The alternate judge's scores will replace theirs.

The Festival Committee must authorize exceptions to these rules and regulations.  

Each submission must be received by end of business December 7, 2007.
